Eligible Candidates of ICET-2010 of the following categories are informed to exercise the options for the leftover seats now available and consequential vacancies that may arise in process of allotment and seats available in new courses/colleges, from 24.09.2010 to 27.09.2010 up to 6:00 PM from any Help Line Centre or Internet facility (Café/Home); Candidates who have secured seats but not interested to join. Who have not secured seats so far. Who have not exercised the options so far.
It is advised to exercise options assuming that vacancies would arise in all colleges.
Candidates who are satisfied with their previous allotment need not exercise option once again. They shall note that if they exercise options now and a seat is allotted, the previous allotment stands cancelled and they will have no claim on previous allotment. Candidates who have not attended for Certificate Verification earlier and who have taken back their certificates should get their Certificates verified once again from any Help Line Centre during 24.09.2010 to 26.09.2010 and exercise their options. Allotment Process:
Based on the Options exercised by the Candidates [as recorded in the Server on the last day of the Options] Allotment of Seats will be taken up. While allotting the seats, Merit (Rank), Category, Gender and Local Area will be considered. The allotment process reads the options exercised by a candidate in order of preference at each stage. As the number of options to be exercised is not limited a candidate can give as many Number of options as possible. Hence, candidates are advised to exercise as many options and sequence them carefully. The following is the Sequence ofAllotment Process in steps:
1. Allotments under open competition for all candidates in Non-Minority institutions.
2. Allotments to minority candidates in Minority institutions.
3. Allotments under open competition in Both Non-Minority & Minority institutions for the leftover minority seats and consequential vacancies. (* Hence, candidates can opt for seats in minority colleges also).
4. Allotment to special reservation category seats under open competition.
5. Allotments under open competition for leftover special category seats and consequential vacancies.

In respect of allotments in SC/ST/BC categories, the sequence (a) to (d) will be followed in each of the steps 6 to 9 mentioned below:
a) Allotment to respective reservation category seats for concerned category candidates.
b) Allotment to respective special reservation category seats.
c) Allotment to respective category candidates for leftover special reservation category seats and consequential vacancies.
d) Conversion of leftover girl seats to boys in each of the categories.
6. Allotment to ST Category seats.
7. Allotment to SC Category seats.
8. Allotment to Open Competition for Leftover seats in ST and SC and consequential vacancies.
9. Allotments to BC category seats in the order BC-A, BC-B, BC-C, BC-D, BC-E and inter conversion of leftover seats from one category to other in cyclic order
10. Allotments to minority candidates for the minority seats vacated by minority candidates during earlier stages (6-9) of allotments.
11.Final allotment to all candidates under open competition for all the leftover seats and consequential vacancies in rank order.

Teacher Education Courses

ELIGIBILITY

A. The admission will be open to bonafide residents of Haryana only.

B. The minimum Educational Qualification for Admission to these courses is as follows:-

(i) Diploma-in-Education(D.Ed)

A candidate should have passed Graduation Examination with English as one of the optional/elective subject from any recognized University.

(ii) Diploma-in-Education(Urdu):D.Ed.(Urdu)

In addition to the qualification prescribed as at (i) above for Diploma in Education ( D.Ed) the candidate should have passed Urdu in Secondary (10th class) Examination from the Board of School Education Haryana, or any other Board having equivalency of their examination with the Board of School Education Haryana Bhiwani.

Note:
-

1- For seeking admission in D,Ed (Urdu) an additional test of Urdu language consisting of 30 marks of verify knowledge of Urdu will also be conducted along with Entrance test. The candidates will have to obtain at least 33% marks for qualifying the Urdu test and in case the candidate fails to secure at least 33 % marks in Urdu test. He/she will not be considered foradmission. However, the marks secured in Urdu will not be taken into account for the purpose of determining the merit.

2- A candidate having higher qualification will not be entitled to any additional benefit whatsoever and he/she will have to fulfil the requisite prescribed qualification and other eligibility conditions.

3- If a candidate wishes to be considered for both the courses, he/she may indicate that on the application form in the specified column.

C. Age for Admission.

Minimum and upper age limit for admission to D.Ed/D.Ed (Urdu) Courses will be 18 years and 36 years respectively. Upper age is relaxable by five years in case of S.C. & B.C. candidates.

Note:-

(i) The qualification for determining the eligibility of a candidate for admission shall be considered as on the date of verification of original documents at the time of admission/ counselling.
(ii) Candidates who have appeared in the qualifying examination and whose result has not yet been declared may also apply. However, they will only be considered foradmission on merit provided they fulfill the requisite/prescribed qualifications etc. at the time of verification of original certificates/document on the date ofadmission/counseling.

RESERVATION:-

Reservation in different categories will be made as per Haryana Govt. instructions issued from time to time. However, reservation to different categories will be given as under :-
1) Scheduled Castes 20% ( The reservation regarding SC category is not to be bifurcated as per
to be bifurcated as per decision of Hon’ble High Court)

2) Backward Classes 16% ‘A’ Block 11% ‘B’ Block

3) Physically Handicapped 3% (for Orthopaedically handicapped)
Note:In case the quota reserved for physically handicapped remains unutilized due to non availability of suitable & eligible handicapped candidates, it will be offered to the ex-servicemen and their wards (1%) and the dependents of freedom fighters (1%)

4) 1% Horizontal reservation would also be given to windows/legally deserted/legally divorced women.
Note: (i) A candidate belonging to Reserve Category should clearly mention the category he/she belongs to so the he/she could be given the benefit ofreservation as per Haryana Govt. instructions issued from time to time.
(ii) A candidate belong to reserve category will first be considered in open (General) category. In case he/she is not selected in open (General) category. He/she will then be considered for reserve category in the relative merit of that category to which he/she belongs.
(iii) Children or grand children (Maternal or Paternal ) claiming the benefit of freedom fighter will have to produce the certificate of freedom fighter of Haryana State to be issued by the Chief Secretary Haryana and also produce the relationship certificate from the Deputy Commissioner of the district concerned.
(iv) The entitlement of reservation towards ex-servicemen would be available to one dependent child. The candidate belonging to this category should submit a freshcertificate to this effect from Secretary, Soldiers Board of the District they belong to and an affidavit from the father of the candidate to this effect.
(v) For the purpose of reservation backward classes have been put in two categories i.e. Block A and Block B
(vi) The benefit of reservation shall not apply to socially advanced persons/sections (creamy layer) from Back-ward classes as per Haryana Govt. instructions. The parents of the candidate shall have to furnish asaffidavit that he/she is not covered under the criterion of creamy layer.

5) Five seats as village seats (VS) are available in each of the following DIETs/GETTIs for the candidates who permanently belong to the village where these are located and whose Panchayats have donated land/building for the Institute as per Govt. policy.

Mohra (Ambala), Birhikalan (Bhiwani), Madina ( Rohtak) Ding (Sirsa), Beeswanmeel Budh Malik (Sonepat), Shahpur (Karnal), Mattarshyam (Hissar) Ikkus (Jind) Pali (Faridabad) and Palwal ( Kurukshetra) Husainpur ( Rewari) , Tejli (Yamuna Nagar )
GETTIs:-
Dharla at Morni (Panchkula) and Ferozepur Namak ( Mewat)
Note:
The candidates for five village seats will be considered only if they fulfill the eligibility conditions and also qualify in the combined entrance test. They will be considered foradmission strictly in order of merit in the Entrance Test.

Second Counseling Rules
1. Counseling will be held at the following counseling centers only
a. Dr. BR Ambedkar University, Agra
b. MJP Rohilkhand University, Bareilly
c. VBS Purvanchal University, Jaunpur
d. CSJM University, Kanpur (Center 1)
e. CSJM University, Kanpur (Center 2)
f. Ch. Charan Singh University, Meerut
2. The following candidates (from General Rank 1 to 160000) can participate in the first phase of second counseling:
a. Candidates who were called but did not attended the first counseling held earlier (From 3 – 27 Aug. 2010), or
b. Candidates who attended the first counseling but were not allotted a seat, or
c. Candidates who were allotted seat but are now willing to shift to another college of their choice
3. The second counseling will comprise of two phases:
a. Phase 1 will be for all candidates falling between general rank 1 to160000 whether they appeared in the first counseling or not.
b. Phase 2 will be for candidates falling between general ranks 160001 to 230000.
4. Candidates who have participated in the first counseling, have been allotted a college and have deposited their seat confirmation fee can participate in the Phase 1 of the second counseling for improving their college option.
5. Phase 1 will be a three day process:
a. On day 1 the candidates will get themselves registered
b. On day 2 they will exercise the choice filling
c. On day 3 they will be given the allotment letters.
6. Phase 2 will be a two day process as was done during the first counseling
a. On day 1 the candidates will get their documents verified, deposit the requisite fee and get registered followed by choice filling.
b. On day 2 they will be given the allotment letters.
7. The candidates who have deposited the seat confirmation fee in the first counseling can appear for improvement in the second counseling. They have to pay Rs. 500.00 towards counseling fee. The college fee of such candidates will be transferred to the new college if allotted.
8. All such candidates who have already been allotted a seat and have not deposited their college confirmation fee during the first counseling have forfeited their fee of Rs. 5000.00. Such candidates will be treated as fresh candidates and will now have to pay Rs. 500.00 as counseling fee and Rs. 5000 as advance college fee.
9. For phase 1 of the second counseling (21 Sep. 2010 to 26 Sep. 2010), candidates who fail to turn up on their scheduled date will not be allowed to participate on a later date.
10. No candidate whose general rank is between 1 to160000 will be allowed to participate in Phase 2 of the second counseling under any circumstances.
11. If a candidate who has been allotted a college in the first counseling participates and is allotted a college in the phase 1 of the second counseling, the earlier allotment will be automatically cancelled. The candidate will now have to report to the new college. In case no college is allotted in the second counseling the earlier allotted college will be retained.
12. All Drafts have to be in favor of Finance Officer, University of Lucknow, PAYABLE AT LUCKNOW
13. Counselling may be terminated/extended depending on the availability of seats.

In view of cancellations after the last phase of admissions, another round of web based counseling will be conducted from 21-09-2010 to 25-09-2010 to fill up the cancelled vacancies.

Exercising options:
· Candidates who satisfied with the previous allotment should not exercise options again.
· You can also give options for those colleges even if the vacancies are not available as vacancies may arise due to sliding, cancellations and conversions.
· Candidates whose certificates are already verified and returned back can collect fresh scratch card at the respective helpline centers between 21-09-2010 and 22-09-2010
· Candidates can Exercise their options afresh from 22-09-2010 to 25-09-2010

Certificate verification:
The candidates whose certificates were not verified in earlier phase of web based counseling can attend any one of the Help Line Centers on 21-09-2010 as shown in table.

Details of new colleges and vacancies will be placed in the website
http://edcet.apsche.ac.in on 21-09-2010.
Note: Options exercised by the candidates, during earlier phase of web based counseling will not be considered for seat allotment; hence, the candidates should exercise options afresh.
For other details like certificates to produced, fee to be paid, list of Help Line Centers etc., refer earlier notification published in all news papers dated: 28-07-2010 and also available in website http://edcet.apsche.ac.in.
Note: The candidate who got allotment in the final phase will lose earlier allotment and all the candidates are advised to check the final allotment on 27-09-2010. No cancellations are permitted after this phase.

Second Counseling Rules
1. Counseling will be held at the following counseling centers only
a. Dr. BR Ambedkar University, Agra
b. MJP Rohilkhand University, Bareilly
c. VBS Purvanchal University, Jaunpur
d. CSJM University, Kanpur (Center 1)
e. CSJM University, Kanpur (Center 2)
f. Ch. Charan Singh University, Meerut
2. The following candidates (from General Rank 1 to 160000) can participate in the first phase of second counseling:
a. Candidates who were called but did not attended the first counseling held earlier (From 3 – 27 Aug. 2010), or
b. Candidates who attended the first counseling but were not allotted a seat, or
c. Candidates who were allotted seat but are now willing to shift to another college of their choice
3. The second counseling will comprise of two phases:
a. Phase 1 will be for all candidates falling between general rank 1 to160000 whether they appeared in the first counseling or not.
b. Phase 2 will be for candidates falling between general ranks 160001 to 230000.
4. Candidates who have participated in the first counseling, have been allotted a college and have deposited their seat
confirmation fee can participate in the Phase 1 of the second counseling for improving their college option.

5. Phase 1 will be a three day process:
a. On day 1 the candidates will get themselves registered
b. On day 2 they will exercise the choice filling
c. On day 3 they will be given the allotment letters.
6. Phase 2 will be a two day process as was done during the first counseling
a. On day 1 the candidates will get their documents verified, deposit the requisite fee and get registered followed by choice filling.
b. On day 2 they will be given the allotment letters.
7. The candidates who have deposited the seat confirmation fee in the first counseling can appear for improvement in the second counseling. They have to pay Rs. 500.00 towards counseling fee. The college fee of such candidates will be transferred to the new college if allotted.
8. All such candidates who have already been allotted a seat and have not deposited their college confirmation fee during the firstcounseling have forfeited their fee of Rs. 5000.00. Such candidates will be treated as fresh candidates and will now have to pay Rs. 500.00 ascounseling fee and Rs. 5000 as advance college fee.
9. For phase 1 of the second counseling (21 Sep. 2010 to 26 Sep. 2010), candidates who fail to turn up on their scheduled date will not be allowed to participate on a later date.
10. No candidate whose general rank is between 1 to160000 will be allowed to participate in Phase 2 of the second counseling under any circumstances.
11. If a candidate who has been allotted a college in the first counseling participates and is allotted a college in the phase 1 of the second counseling, the earlier allotment will be automatically cancelled. The candidate will now have to report to the new college. In case no college is allotted in the secondcounseling the earlier allotted college will be retained.
12. All Drafts have to be in favor of Finance Officer, University of Lucknow, PAYABLE AT LUCKNOW
13. Counselling may be terminated/extended depending on the availability of seats.

The Nalanda Open University is the only University in the State of Bihar meant for imparting learning exclusively through the system of distance education. The University was established in March, 1987 by an ordinance, promulgated by the Government of Bihar. Later, Nalanda Open University Act, 1995 was passes by the Bihar Legislature, replacing the Ordinance, and the University came under the authority and jurisdiction of the new Act automatically. The University is named after the famous Nalanda University of Ancient India.

At present, the University is functioning from its camp office at Biscomaun Bhawan, 2nd,3rd,4th and 12th Floors, Patna 800 001. The University has established at its camp office at Patna a well equipped and fully automated modern office in an area of approximately 60,000 sq. feet, which houses an examination centre for about 1000 students, a state of the art Library with about 50,000 titles and a computer laboratory of about 300 IBM Pentium-4 computers, apart from administrative offices and other infra-structures. The University is recognised by the Distance Education Council (DEC), University Grants Commission, and Ministry of HRD, Government of India for imparting education through distance mode.

*Any organization under the Central Government, State Government, Local body or a Private or Public Trust, Mission, Voluntary registered under Society Registration Act or a Company registered under company’s act wishes to open and ANM Training School, should obtain the No Objection/Essentiality certificate from the State Government.

*he Indian Nursing Council on receipt of the proposal from the Institution to start ANM training program, will undertake the first inspection to assess suitability with regard to physical infrastructure, clinical facility and teaching faculty in order to give permission to start the programme.

*After the receipt of the permission to start ANM training program from Indian Nursing Council, the institution shall obtain the approval from the State Nursing Council and Examination Board.

*Institution will admit the students only after taking approval of State Nursing Council and Examination Board.

*The Indian Nursing Council will conduct inspection every year till the first batch completes the programme. Permission will be given year by year till the first batch completes.

*After the receipt of the permission to start the nursing programme from Indian Nursing Council, the institution shall obtain the approval from theState Nursing Council and University.

* Institution will admit the students only after taking approval of State Nursing Council and University.

*The Indian Nursing Council will conduct inspection every year till the first batch completes the programme. Permission will be given year by year till the first batch completes.

P.B.B.Sc.

*If the institution is recognized for B.Sc. (N) programme by INC, then the institution will be exempted from NOC/Essentiality certificate for P.B.B.Sc.(N) programe from theState Government.

*The Indian Nursing council on receipt of the proposal from the Institution to start nursing program, will undertake the first inspection to assess suitability with regard to physicalinfrastructure, clinical facility and teaching faculty in order to give permission to start the programme.

*After the receipt of the permission to start the nursing programme from Indian Nursing Council, the institution shall obtain the approval from theState Nursing Council and University.

*Institution will admit the students only after taking approval of State Nursing Council and University.

*The Indian Nursing Council will conduct inspection every year till the first batch completes the programme. Permission will be given year by year till the first batch completes.

*Documents to be submitted to INC for Upgradation:
oDecision of the management committee to upgrade school of nursing to college of nursing.
o Consent letter of the university to which the college needs affiliation.
